Mr. Menne joined R&P as Director of Business Development in 2022. He served 23 years in the U.S Navy as a career Surface Warfare Officer with assignments across all levels of leadership including five ship deployments, Fleet Commander’s staff, and Joint Staff. He is a subject matter expert on Air and Ballistic Missile Defense where he applied his expertise at C6F, JTAMDO and TTGP. He served as Executive Director for SMWDC IAMD in Dahlgren from 2019 to 2022 where his staff developed advanced IAMD tactics, techniques and procedures for the Surface Navy. He earned a Bachelor degree in Psychology from the University of South Carolina in 1988, and Master degree from the United States Navy War College in 2000.
